Good idea, been tried before in my old stomping grounds of Chicago.
Those who received public assistance with housing were required to work cleaning the grounds 8 hours a week. Lawsuit was filed claiming that it was for lack of a better word - slavery. Judge agreed.
Free housing for eight hours of work a week? Yup, sounds like slavery to me.
